Step 1) Well, that step shouldn't be hard. Just colour it in with the base colour.
Step 2) Make the hair gradient. Add a darker colour on the upper, lower and the parts where shadows are supposed to be (If a hair strand is above another, the one under that strand needs to be darker). Decide where you are going to add the highlights, and add there a light colour. I choosed for green, since it it close to blue. It will give a softer effect if you use another colour than the base colour, but not too bright. Use some pastel-ish colours. Also, the bangs close to the face get the same colour as her skin. Tools used: Water Tool.
Step 3) Shading timmeeee~ Keep the shading simple, don't do it too complicated. Tools used: brush.
Step 4) This step might be a bit hard. I use 'dark' highlights and 'light' hairlights. The dark highlights is just like shading, but I do it differently. If you look closely at the tutorial you can see the technique I used. Just lightly draw lines next to each other. I do the same with the light highlights. But the dark hightlights aren't necessary. You can just skip it. For the light higlights I use a light blue colour, close to white. Ýou can also choose for white if you want, but I think it will look too flashy. Tools used: Crayon tool. If you don't have that one, you can also do it with the brush tool.
Step 5) Change the colour of the lineart. How do you do that? Click on your lineart layer. On the left, above your layer things it says: Preserve Opacity. Click on it. Choose a bright colour, and just go with the pen tool all over the lineart. And tadaaaa ;D Also add some extra strands. Just use the crayon or pen tool, and draw some random strands. It will make the look less stiff c;

Aaah I'm sory, this tutorial is from 4 years ago and I don't use this colorig technique anymore, so my brush settings are different;;;;; I don't remember my brush settings, I'm so sorry TT

It's a standard tool in SAI, but I don't have PS so I don't know if it's there ;;;;
Water tool is like an airbrush, though! But a bit more smoother

Ah, since this tutorial is pretty old and I've changed all of my settings I'm afraid I can't answer your question!! ;;;
