I know this is old but I wanted to comment anyway...I always loved these guys too, that movie is practically a cult classic now but I remember watching it as a child when it came out...I loved how it gave me a slight chill because of it's much darker undertones than the original OZ movie.  The Wheelers don some of the most interesting garb in all of OZ, that is for sure, ha ha...but if you think about it, they were ruled over by quite an evil Queen, and not really evil at heart. (After all she whipped those poor things into submission and forced them to pull her chariot.)  This is proven by the end of the movie when they came out of hiding from the cave and are even seen wheeling around in the castle before Dorothy leaves.  Hence, I don't see them as bad guys, just completely misunderstood  
Fun fact: Wheelers once came from the circus as performers and entertainers, hence their gaudy clothes and makeup.  It has nothing to do with being cross-dressers.  XD
