This is my second ever srs pastel piece. Like I said in my other pastel piece, I have a very limited palette, and I am thinking of purchasing a wider variety because I really like this medium.I am learning a lot each time I work, so next time will be even better.
FIRST OFF I am going to avoid a white or light background all together. It is hard to keep clean. ALSO ALSO the paper I am using does not like pastel that much because after a few layers it refuses to take anymore color. This never happened on some other paper I have experimented.

You have done an amazing job in your first pastel attempts! Congratulations!
About the light background, well, as a relatively seasoned pastel user I'll tell you that you'll experience the same problem with dark backgrounds! LOL. What I do to avoid the mess is to blow on the drawing every once in a while, and use scrap paper to lean my hand. Also, I start colouring not from left to right but from the center outwards, so the dust can always be blown outwards.
