In my playthrough it did.
Jane is dead and all is right.

But, I was told if you choose to kill off Jane he would still not last very long afterwards and end up leaving Clem, was that a lie?

Someone might have confused it.
If you kill Jane, you have another choice to kill Kenny, or you both find A.J. in the car, where you can choose to leave Kenny or stay with him. Staying with him results in finding Wellington nine days later, where the guard at the gate is only able to make the exception of taking both Clem and A.J. You can either choose to leave Kenny (at his pleading for you to leave him) or stay with him.

Ah, that makes so much more sense! I ended just putting Kenny out of his poor misery because of how terrible his life has been since after his first wife, whatever her name was, and his son, Duck, died.
But I still wasn't able to stop the tears from flowing.
