Just by looking at it, with the horn, I was thinking of My Little Pony (a personification, that's right!). Unfortunately, I don't know much about the characters of this series, but by it I can tell this character must be dark blue e.deviantart.net/emoticons/c/c… " width="15" height="30" alt="
The dark hair (either black, with some blue shades caused by the lightening, either actually they are blue...), the eyes, and the jewelry express it pretty well. The background that is another gathering of blue adds to it. And yet, we have the white dress that adds a variety, that breaks the blue "kingdom" (shall I say). At least, to avoid that it gets too overwhelming.
Nevertheless, I have to admit the blue of these eyes is very beautiful; a mix between an impossible shade of blue and thereby of magic... A bit of fantasy.

Thank you for this. She doesn't look like a flippant teenager. I love the skin and the purple overcast to everything. Also nice to see a thick brow like this. Little thing I noticed - on the general view her eyes are dark, but when you zoom in the blue comes through. Probably unintended, but an amazing effect.
