UPD2: I am so angry I have no fucking words.
I wrote to PayPal's technical support a few days ago, they said that they got all of my proofs and that the case is pending, and the fact that in Resolution centre it's still written that if I don't react until February 15th the case will be closed
in favor of the buyer means nothing.
However, it really was closed today. And yes, in favor of the buyer. Furthermore, they took additional 25$.

I have several things to say about it:
1) I've never called them "scam". It was about the situation, not a person. The only ways I addressed them in my post were by username and "they".
2) If it really was a misunderstanding, why did they delete their e-mail?
3) And why wasn't the refund closed?
The only way I see it now - they blatantly robbed me. If it really were a misunderstanding, I would have my money back by now, but I didn't, so it is what it is.
Whatever, shit happens. I haven't been sleeping well for a while, so probably should do something about it.

So, nothing else I can do, I guess.
Let me start with this: I really didn't want to write this post. To the point that I actually contemplated letting it slide. Things like this are no good for business and reputation, and it's probably going to hurt me more than the person in question, especially if it really IS a misunderstanding. People remember the fact that there was a hassle, clients don't want to work with the artist participating, etc., etc.
But this position is one of the reasons things like this happen and honestly - I am just way too angry and frustrated at the moment to just swallow it up.
Also normally I would have probably waited a week a two more and tried to contact them several more times, just to be completely sure, but with PayPal dispute on the line, I need to get attention to it now, so I can get some advices, even if it's probably a lost case.
With that out of the way, let's proceed.
At January 7, 2019 user contacted me via comments under my commission info:

I contacted them via DeviantArt notes and said that they wanted a colored portrait of their character, Juno Vertillo: [ Reference Sheet] Juno Vertillo
I asked them for their PayPal address, which they provided (wanshiadyata@gmail.com).
And here comes my biggest mistake - when I sent invoice to them, I didn't change it to "amount only" and didn't remove the shipping address. We'll get back to it later.
They paid the invoice, I proceeded with the commission. When I sent them final result, this was their reaction:

Then I noticed that they deleted their DeviantArt account and thought it was kind of suspicious, but didn't think much about it.
Fast-forward to few weeks later.
I received an e-mail notification from PayPal saying that I have a refund case going on for the reason of "unauthorised transaction".
(UPD Several people were confused, so I guess I should make it clear: Client issued a refund because of unauthorised transaction, not I.)
I am logging in and yes - there it is. Aside from everything, it put my PayPal balance to negative, and you know why it's not good.
I couldn't send them a note on DA, since they deleted their account, so I tried to contact them via their PayPal e-mail. Here is our conversation:
Two days later refund was still there. I tried to contact them again and this is what I got:
Then I tried to contact them on their Instagram account.
(Well, at least, I think it's theirs, because I vaguely remember the latest photo being on their now deleted DA page)
At this point, I received no response.
At the same time I googled their e-mail and found them in comments of several other artists, asking about commissions.
I tried to contact those artists, at least two have the same issue:

One of the others said that they received no refund request, the rest didn't proceed with the commission.
Also I found FakeMajesty saying this:
So, basically, they want the picture done in a week and ready to pay extra. Not suspicious by itself, but adds to the rest - they probably new they were going to delete everything at this point.
This is the first time it ever happened to me. They said they were happy with the result, but even if they weren't and they wanted a refund, it's something you should discuss with the seller, not just silently ask for refund and disappear from everywhere.
Now, back to my problems.
As I said, I was stupid. Atrociously, disgustingly stupid, and I am so angry at myself.
I cannot open a dispute because it wants me to add the track number, which I, obviously, don't have.
And all because I didn't change it to "amount only" and didn't remove the shipping address they wrote there.
So I am supposed to sent something to a person named "meat maker".
I have no idea if the address they provided is really theirs, but it's located in the same country (Canada).
Also I tried to google them by their real name (the one PayPal account registered on) and found a lot of Facebook profiles, so it's not really helpful.
So, now I have time until February 15th, after that PayPal will take the money and give it to this person.
I wrote to tech support, but the only thing I have is that it's written in the description that the purchase is digital and they have other cases going at the same time. PayPal is known to be very buyer-friendly, so it probably really is a lost case.
If you have any advices (aside from be smarter next time) or any information regarding the matter - please contact me.
Also please, keep the discussion civil, if the comment is crossing the line, I will delete it. I don't want to encourage any kind of bullying or threats.
If it really does turn out to be I huge misunderstanding and that I jumped the gun, then I am fully ready to apologize, but at this moment it looks the way it looks.

Sorry for the very late reply, I had some problems and wasn't very socially active for some time.
Yeah, I tryed to contact them again later on their new instagram account and they said they used their father's credit card without his permission and he requested a refund, so they were like "it isn't actually a scam, i am an honest person" and a little bit of self deprecation. They also said that they understand the value of money now, so they are going to repay somehow, but I haven't heard from them since, so I guess it was a lie.

I actually had the same thing happen to me. They ordered a commission that cost about $60 from me, two full bodies and everything. Now they're requesting a refund from me for almost $90 suddenly. I'm not really sure what I should do about it now, because it's been almost two months or so since their purchase.

It's alright. I did message them asking why they issued a refund. I know you can't do anything about the situation, I just feel bad that it's happening to so many other people as well. I just wanted to share my piece on this scam story with them as well ^^". It was definitely not a pleasant thing to wake up to haha.

He did not deactivate his DeviantArt account. He is banned. DeviantArt does not make it easy to figure it out, but if you have power to invite a user to a group, try it and you will immediately get the answer. I would not be surprised if some of the other accounts are also banned.

Я очень расстроена итогом этой ситуации. (мои деньги до сих пор заморожены, но после вашего сообщения я перестала надеяться на нормальный исход).Это отвратительно выглядит, и PayPal и человек, получивший твой арт нахаляву одинаково теряют уважение. Но если деньги можно вернуть, заработать снова, то с репутацией так не получится. Честь и достоинство не стоят украденных денег.

This is so awful, I’m sorry PayPal blatantly lied to you about the date in the resolution center not mattering. I suggest calling them and letting them know one of their employees promised it would be taken care of and it wasn’t. As for this buyer it raises a lot of red flags that 1. they were using their dad’s credit card and 2. the refund was issued supposedly without their knowledge and 3. they haven’t been able to close the case and deleted their email instead of keeping open communication. This makes me think they were irresponsibly buying things perhaps not even with their own money. Either way I’m so sorry you had to go through this at all, it’s definitely a scam and it’s a shame they got custom art with it since you can’t get that effort and time back. I hope things start looking up for you soon! ;;

I am fine with the existence of refund system. After all sellers can scam buyers too.
It's the lack of proper handling of those things that pisses me off.

Yes, I saw this. They also claimed that they were called a "scam" for a simple misunderstanding and that bank initiated refund without their permission.
I have to say several things about it:
1) I didn't call anyone "scam". It was about situation, not a person. The only way I addressed them in my post was by username and "they".
2) If it was a mistake, why does the refund still stand?
3) Why did they delete their e-mail account, when artists tried to contact them?
4) Why did they ignore instagram messages?
5) I _did_ try to contact them in any way I possibly could and only wrote this post after there really was no other choice.

I honestly don't know what to say And to be honest, his username was definitely have been alarming, not many people think much about it, but a username can provide a little history of someone and their reputation if not a long one, it tells who you are, what you've done, what you're capable of, etc etc etc and his username speaks for itself, FakeMajesty...is a fake
There's a name for the kind of scam he's pulling and I sadly can't remember what it's called, but several deviants got to experience it last year.
However, this unfortunately does look like a lost case and I'm sorry about that I hope you can settle it

Well, people take pretty weird things for their usernames, so I wouldn't judge based on that. My own username is a random jumble of letters (which later turned out to be an existing family name, I really should had googled it).

Божечки! Она и у меня заказ брала! Правда то ли мне повезло, то ли не знаю, но запроса на возврат не было. Тоже подумала, что как-то странно, что акк удалился, пока пилила заказ. Потом она меня сама нашла в инстаграме и написала там. После финального варианта, запостила у себя на странице и на этом всё.
Сочувствую вам, что так случилось. Узнала вообще случайно, зайдя снова в ее акк, а там оказалось пусто и сообщения про эту ситуацию. Ужасно :с

First, the refund still stands.
Second, I _did_ try to contact them via both e-mail (which they deleted) and instagram (which was ignored) and only wrote a post when I really had no other choice.
Third, "scam" is a situation, not a person. I never called them anything but their username and "they" and never said anything in their offence.
