No. Hibiya was supposed to be Izaya's alternate ego, or something like that. He was created by the fans, apparently. Well, he is official. You can see Hibiya as the cover picture of Izaya's character song, the character song was titled 'Subarashii Hibi'. Hibiya's name was mainly taken from the song title.
