Psycho-Crushing our way back into the Street Fighter lineup, this would-be world dictator should come as absolutely no surprise whatsoever - a "dangerous and unpredictable warlord", as well as a pure incarnation of evil, his ambition in life is to seize control of the world's governments via his covert crime syndicate, Shadaloo/Shadowlaw. Serving as the host of the World Warrior fighting tournament, he's the last opponent fought in SF2.

As the story drags on, several other warriors—including Guile, T. Hawk, Cammy, Rose and Chun-Li—have harbored their respective, personal vendettas against this self-styled, power-mad MFer and have entered the tournament in the hope of having a shot at him. Wielding an inherently evil energy—Psycho Power—he'll stop at nothing (with or without Shadaloo) to get what he wants!

P.S. Raúl Juliá (Mr. Gomez, Addams) portrayed him in the 1994 Steven E. DeSouza live-action film adaptation - his last role prior to his unexpected, imminent death!
