I don't know if this is just a theory or is confirmed, but some say that these guys were former Bureau members [as in from The Bureau: XCOM Declassified] who got 'disgruntled' and went rogue. I like their ensemble though. Very gangster. Too bad they're enemies in the game.

Their eyes become like that in the game later when they use genetics. Before they got normal eyes, after they gain genetic powers, they turn reptile-like.

These idiots were little more than a nascence. They appear a few months into your game, basically around the time that you're hitting into laser weapons, Carapace Armor, and, if you've been Ark-happy and got South America covered, you got plenty of cheap but useful gene mods and possibly some light plasma rifles for your assaults and supports. And they have bullet weapons, no armor, and no gene mods for the first handful of missions. And by the time they do got all that, you're geared in Titan, all armed with plasma, and are gened up yourself even more, possibly with your own psi-soldiers. I literally eliminated Exalt by the third month; I expected them to be a lot more threatening.Β 

And to add insult to injury, I didn't even sell the loot you get from taking them down. I kept it and imagined it was decorating my office, along with the alien entertainment device. Trophies of our victory...which would be appreciated by someone with actual taste and intelligence.Β

They can be really annoying, especially when the infos you get from their operations aren't clear and didn't give you the location of their base after 2-3 missions. Because when they get genes, laser weapons and advanced technologies, they can be a big trouble if you're aren't quick enough.

Yeah thats true, but after read the words of the uber ethereal in the last mission of Enemy Unknown I don't know what think.
Something tell me that all XCOM proyect was just a cover of the true invaders to the earth, especially when complete the XCOM: The Bureau, one ethereal possesses a very important human that play a great role in the XCOM foundation.Β 
The clothing style of this foes make me think two thinks:
1. XCOM is undercontrol by that Ethereal from the Bureau. And EXALT could be one oposition to him.
2. The same description of the game. A secret paramilitary organization that want to control the world with the help of alien technology. They known about this treats, possibly, they foundry was a Bureau member.

I love these guys! too bad their aim is Star Wars rating but I for some reason get them to work right in Multiplayer. So I'm "Tactical EXALT" XD
If I knew how to mod Enemy Within I'd swamp the model appearances of Xcom for single player only.
So all the males and females are EXALT.

And if possible, their appearances would change depending on the armor you use. So for example: Normal body armor, and Carapace armor Β  would make everyone still look like normal operatives.
Titan armor would make them look like the Elite EXALTs; something like that. I don't use Gene mods in single player; I use MEC troopers and pure humans.

not that I don't appreciate the Exalt gen mods in multiplayer though. Though I'm imagining a MEC trooper with an EXALT head xD (though I'd slap a helmet over the head because they look cool with helmets on instead of some human poking out).

I've often opined that the EXALT regalia should be an unlockable set of aesthetic options in XCOM 2 (interestingly, their bandanna appears to be among the available options in XCOM 2). Β On another note, EXALT's lack of female operators is odd... thing is, they can carry off the look; see King for an example of something close.

Yeah I agree.
As for the females, they probably didn't think on it. Sure EXALT becomes a major part of the story -they are like Star Wolf to you, so they are there just to annoy you and steal your stuff. But they probably thought that it didn't matter so they opted with males only. I dunno. It would have been cool to see them use dapper males and females. But its funny from blogs I read where people get lots of female troops (so do I), and you pit females vs males xD

Not to sound sexist, but I imagine a female Xcom operative kicking a male Exalt operative in the groin.

It is indeed a shame when things like that get overlooked in an otherwise well-done project. Β On this note, I would not be averse to the Advent uniformsΒ (amusing tidbit: check out thisΒ concept art Β from the 2011 game Bodycount )Β and weapon models being unlockables as well (justified in-universe by the fact of XCOM, being a guerrilla outfit, having no problem withΒ repurposing enemy assets for their own use).

On another note, I wonder how well a 'versus campaign' would work in XCOM 2... that is, a special campaign instance where Advent is being controlled not by the AI, but another player, who is making his or her own decisions about R&D, initiation of 'dark events', et cetera...

They help only themselves, because they want to have the world in their control and just vaporize the competition. From their perspective they are the good guys.
So i dunno, for me they are kinda interesting. What do you think will happen to XCOM after their win (forget about xcom2 for a moment)? Nothing good probaly.
Actualy i dont think EXALT was truly defeated in XCOM:EU/EW, we dont know about their leader(s), we didnt catch them where their labs/weapon factory/etc.

Or it's just devs dont wont to work on them that much.
It's kinda bugs me that they are stoped on laser tech and, well devs work on them so little in a matter of background and their tech. After XCOM got their hands on laser and new armour they are not that hard to beat.

i went to comic-con as an exalt trooper i have done my research. the reason they interfere with X-com affairs is to delay and sabatoge the opposition.
