Her abdomen looks soft and saggy to me. Not like muscles but more like doughy fat, being held by the spandex or whatever her costume is made from. The rest of her looks fine - a fit girl in a skintight costume. Abdomenal muscle would look more lean on a girl, I think - at least *most* girls...
