At least according to the official captains ranking. Mayuri and Aizen are -at least- wiser than Kyouraku.
But of course those 3 are the "oldest" captains according to their leading-time.

they are certainly "smarter" then Kyoraku, but just because he's a pervy drunk on the outside, doesn't mean he isn't full of wisdom and knowledge from his many years as a captain.
