same thing, just draw like normal, and the parts you want to move draw on separate layers :U

Now I've only got photoshop and no patience to do frame by frame

:0 I do the basic changes frame by frame, then tween between the frames, but I didn't like the opacity of the layers so I edited the tweens anyway =3=
