Northern Saw-Whet Owl, Aegolius acadicus. She's having a bad feather day due to the fact that she's molting, and isn't covered in many feathers to begin with. She is a non-releasable individual at a raptor rehabilitation center.This is what a Northern Saw-Whet Owl usually looks like:
