I would love to say Prismo would win, but he needs wishes to activate his powers. Bill could attack Prismo before he could fight back.

Well, Prismo would probably summon Finn and Jake to fight Bill with him. And yet again, another team up would form by bill teaming up with the Litch, and the Litch knows Prismo's weakness so Prismo would be dead in an instant. Although I like prismo more than Bill, my imagination got the better of me telling me that Bill would win.

Only if he could find and kill his Mortal Body. Prismo is pretty much invincible unless you kill his mortal body while he's still in his permanent slumber. Only through that can he be finished off.
Though I bet Bill could easily do that by entering his mind and finding out where it is.
