okay, backgrounds
definitely asking the wrong person [XD when have you ever seen me do a reasonable digital background, ever? lol] but i'll try my best. you really have to keep in mind what your foreground is, so that the background doesn't get too busy so as to distract the viewer from the subject. often times it's a good idea to keep your background on a separate layer so you can adjust it accordingly.
when i need a simple background, i'll try a couple of things
colours - compliments usually work very nicely
circular gradients. use the circle selection tool, select a circle or ellipse of the desired size, feather it about 40 px, then select inverse, and fill with a darker or lighter colour on a new layer.
some people do scribbles, then do render>>clouds [idk if elements has this option].
sometimes you can try taking a photo of what you want your backdrop to look like, keep it as your background, and paint over it. lots of good stock on this site. unfocused light often makes a good background [XD not to toot my own horn; my stock acct has lots of light textures that make good backgrounds for wallpapers and manipulations and such].

I hear you! Down with homework! Good lord, it's overwhelming sometimes. But you know, I feel it motivates me to work harder on my art-and when I do have time I'm usually much more productive ^^
