I miss a lot drawing Dugah from Lorwyn story, but also the lineart was made at January 
I tried to make a underwater effect and a perspective from the top downwards, maybe is not good, but I like this
For the perspective I used a picture from Deviantart (Sorry but I do not remember where I got it
Done With GIMP, traditional ink

The anatomy is really good. The shading is a bit wierd for top downwards, is he lying down. How is the light comming from the top right if he’s on the floor It’s hard to tell.
You should add some gravity to the hair, tail or pouch (yes even though it’s in water).
I also do not think the floor of this picture looks like the ocean floor. You should add some more rocky and sand textures. Also it wouldn’t hurt to add some coral or fish swimming around.
