I used Illustrator. This is more graphic design than anything else, just get a photo and then trace it or just eye- it, draw all the important elements of the face with varying line weights. The add color, the key is to distribute the light appropriately on the face, think about how the light would hit each particular shape/form on the face. That's about it really, good luck.

I could probably explain to you sometime, when I have time. But I generally don't do tutorials.
