So here it is! My idea for the next Legend of Zelda game. So she is a prisoner of the Marsgi (dark angles of the underworld).That explains the chains. She can turn into a dragon because she is a legend of the dragon people who have been attacked by the Marsgi and ran out. She helps Link on her journey. You have to fly around so hop on her in her final form. ENJOY!
