Even though the color palette appears to be very limit, there's just so much detail; and the hair looks very nice. That's a hard angle to pull off correctly, and you nailed it.

Great, expressive work here. Even the sketchy lines of the still character indicate the chaos around her as much as the billowing coat or flowing hair. Her attire also contributes to that, since it indicates that it's a cold, harsh wind that she's standing against.
