The gills are aesthetic, as this creature doesn't need to breathe, and he can cry seemingly infinitely despite an inability to eat or drink. His arms are inefficient for both land and ocean travel, and he struggles to get away from predators.

While the Caterpillar is strong enough to attack predators with his tail, the Sea Caterpillar is small and mobile enough to hide to avoid confrontation. If confronted, he flails his arms to scare away attackers, (usually doing so while crying uncontrollably.) Both of these survival methods usually end up in failure due to a lack of speed or any intimidating qualities.
In captivity, however, these make for perfect pets. They don’t require sustenance and don’t have environmental requirements, either. All they want is to be loved. Usually only cries when scared or left alone for days at a time.
