Visual style is impeccable, it is easy to tell what's what. I like the detail that is there, but it leaves me wanting a clearer picture of everything that's going on.
If I am getting this correctly, I'd say that she's not Enclave. That being said, I really feel sorry for her, more than I would even if she WAS Enclave. Very few deserve to die by falling from the sky.
I can only detect a few details that could be worked on. It would be better if you could tell the buildings were 3 dimensional; they look flat because of the shading. The second building especially. This... I like it, but I feel terrible at the same time. With some color, shading, and texture, you could almost swear that she (assumption based on physique) was looking out, begging for help. I feel bad for her, and I give you nine 'gaaw's out of ten.
