Exactly!   He's colored purple like the one Huckleberry Hound tried to slay (and wound up becoming friends with) but has additional features on his head, plus a pair of wings on his back, to avoid having him look too similar to the one from the original cartoon.

What a coincidence!

I gave him a purple color scheme because of the dragon he's based on but added more features to his head.  That said, were you able to find the sign's cartoon of origin?
