Hey, I'm working on an icon for my brother, but it's my first time to do it.
Can you help me out?
My biggest problem is getting that gloss look.
I'm using Photoshop Elements, but I also have Seashore, Gimp, and Corel Painter Essentials.
(Also, It looks really good.)

Hmmmmm... I'm not familiar with any of those programs. I do use photoshop, but usually only for photos. I tend to do vectors in illustrator. I might be able to give you an idea of how to proceed.
I did these icons in several layers.
The background (colored circle: red, orange, green, blue, or whatever) is a circular gradient. Dark on the outside, light in the middle. Just leave this gradient at default, which should place it in the center.
The layer in between that and the gloss is the house, newspaper, what-have-you.
Then you have the top layer as the gloss layer. It's also a circular gradient. Dark on the outside, light in the middle. This gradient you'll want to adjust so that the lighter part is toward the top.
If you look REALLY closely at the images above you should be able to tell the placement of the gradient.

YEEESH, I still don't like them. Too soft for my tastes--and generic. ;_; Although, they've grown less vile over the year. At least there's no reflection below them. ^_^

DA converts the AI files to a PDF file when I try to upload it. It might work as an AI file if you open the PDF file in Illustrator.

that is not where the page will be, but the test site as we get it together. just wondering how you want the credit for your work to show? it will come on the about page and give you credit for the buttons as well as the color theme since i just went with the red you had and spalshed it all over.

They're not that bad, they just wouldn't work with the website I'm working on. I ended up with all orange square icons.
