Red Phoenix Lapis Lazuli (Goes by "Phoenix")

Weapons and abilities:
Like every Lapis Lazuli out there, Phoenix can manipulate water. What's special about Phoenix is that she's an off-colour with a spotted gem. Because her gem is half red, she has red freckles, red bangs, and the water that comes out of her gem is red, not blue.
    Since we know that water gems can have different wing shapes in the show, Phoenix has eagle-shaped wings.

Backstory:
Phoenix is a defective Lapis from a distant planet (not Earth). She probably would have only been classed as an off-colour - on Homeworld her discolouration would be considered quite ugly because of how the society is there - but Phoenix has one other big flaw; she only has one arm. Her gem formed on her right shoulder by accident. It doesn't actually impede her water abilities at all, she's quite a capable Lapis in the grand scheme of things and probably could do her job just fine.

Since Phoenix is an Era 1 gem, at the time she was created Homeworld had very few defectives and the diamonds felt no need for anything like limb enhancers, which as we see in the Diamond Days arc are very common on Homeworld now. Phoenix was considered a mistake and was looked down upon by her kindergarten sisters (Lapis Lazuli's are a lot less cliquey and friendly than other gems and scarcely make friends in the first place, so Phoenix being defective didn't help), and though nothing was observed as being wrong with her powers, her unfortunate gem placement and colouration made other gems uncomfortable (like how other gems were scared of the Rutile twins, but on a lesser scale) and she was never looked at seriously.

Phoenix, understandably, is quite sick of being treated this way, and when the gem war breaks out she quite literally jumps at the chance to leave Homeworld behind. Not to join the rebellion, stars no, she doesn't want to be looked down on by the rebels too. She instead flies off to an uninhabited planet that had been abandoned by Homeworld that had very basic life forms on it; nothing as complex as anything on earth, but alive nonetheless. (gem creation requires taking life out of the rock/soil of the planet, but there wasn't much there at the time to create and they only got a handful of good gems out of it)

Ongoing:
Phoenix has, over the last few hundred years, become more brave and is more willing to extend her reach out a little bit. She often leaves the cave she made on a mountain peak to fly out on the skyline to observe the surface from afar. She still considers the animals and insects no-gos because they're fucking weird.

She eventually finds out that the old colony buildings there still had functioning Homeworld technology, and that it still connects to the wider Homeworld networks. She doesn't talk to anyone on it, but since the building was supposed to be limited access (but time had withered away the mechanisms on the door and it just kinda fell apart when she touched it), she has access to a bunch of reports. She's basically like that one person in the group chat who never talks but stays there watching, silently.

And then a Peridot notices by accident that a supposedly abandoned outpost's computer system was being accessed. Phoenix didn't really know much about computer systems because it wasn't her purpose as a Lapis Lazuli to be bothered with any of that anyway, so she didn't think she could be traced as long as she didn't do anything too obvious. She brings up the matter to Yellow Diamond, who then orders her to check it out to make sure there aren't any Crystal Gem rebels hiding there, and assigns her another Lapis who was originally created there to help her navigate the landscape - Calcite Lapis Lazuli, who is also considered a defect because her actual Lapis gemstone is inside of a matrix of calcite. She can't use her powers, but she can use a material weapon, and Lazulis are considered pretty quick witted and smart, so Yellow Diamond felt like that was enough protection for a lowly rebel or two (Homeworld is currently strapped for numbers after all). They hadn't really thought that the gem there would have been a gem as powerful as a Lapis Lazuli... but, there you go.
