I figured it was about time i would give this guy a proper profile to explain his role in WW3000

Origin
Jeff was born prior to the war and was the son of a high priced engineer. He was brought into his family trade practically since he was old enough to think. Around the time he turned 18 the bombs started dropping. Luckily his parents had designed a series of underground fallout shelters that kept him and several others safe from the nukes and their subsequent fallout. They emerged a long time later around the time he was 23 when their shelter depleted its power supply. The inhabitants where quickly drafted into the Heinrich army as the shelters where in Heinrich territory. Jeff and his father where kept from the front for a long period of time since their engineering skills where too high-priced to risk being sent to the front. His father died when Jeff was 27, Jeff has since then said that his father died without ever killing anyone, a truly rare feat in their world. Jeff continued serving the Heinrich or though not in the same way as his father as he was sent to the front as a combat engineer. He continued to use his skills as an engineer to help others survive.

Three years of Freezing hell
When Jeff was 33 (15 years before world in ruin) He was sent to the USF front to help repel the Scandinavians. He has described this as "Three Years of Freezing hell" because fighting the USF proved to be much more difficult than the Heinrich had originally claimed it would be. The soldiers they where up against where well equipped, well trained and better lead. He eventually lost his left arm because of a "Thor" shot it off, he say that it it a mild miracle that he survived it. He created his new left arm himself out of scrap metal, but he had barely recovered before he was in trouble again.
He was trapped in a cellar under a collapsed house with a few of his fellow soldiers including his best friend Andrew. When the building collapsed he got a piece of metal jammed into his right arm, this later became infected and the only way to save Jeff was to have it manually amputated with no sedatives.
Jeff managed to survive a few weeks together with the others, but when their supplies where getting low desperation kicked in as they could not get out of their captivity as they where afraid that trying to dig would cause the rest of the structure to come crashing down on their heads. Jeff eventually solved this and managed to dig a hole so they could get out of the cellar. As they began their trip back their supplies ran out and the other soldiers resorted to cannibalism to survive. Jeff was the only who chose not to, he used his skills to trap a eatable mutant and he ate that instead. The others called him crazy because many mutants where infamous for being venomous. But as it turns out he was the smart one as the others caught various deceases and died on their trip back. After his return, Jeff lost all motivation in continuing serving the Heinrich Empire. So he deserted with several of his friends including Andrews Daughter "Xena".

Post-Heinrich and Promethean service
After Leaving the Heinrich his group served as simple nomads and mercenaries for a period of up to 2 years. Later after a devastating attack by raiders his group where almost viped out by the bandits. He was rescued by a small group of Promethean, including his future friend Peter Coburn. Jeff and the remaining of his group joined the Prometheans where he has served ever since.

Personality
Jeff is a very optimistic person with a overall friendly attitude towards others. He is a realist however and will not be fooled by people who are trying to cheat him.
His nickname is from the fact that he is a engineer who spends a lot of time messing with metal, plus the fact that he has two metal arms and virtually no sense of feeling left in his body.
The fact that he has not risen in rank for so many years is because he is not a tactician and he not particularly good at commanding people around, he is just good at motivating them at following the orders.

Skills:
Skilled Engineer: Trained practically from the moment he was born, in various forms of engineering by his father. He is quite talented in making things work and building new things from almost nothing.
Motivator: He is very good at resolving conflicts in the base of operations, he essentially keeps people motivated and in line.
Life experience: Jeff is almost sixty by now and have managed to keep his sanity for his entire life. This has given him a lot of knowledge and experience.

Weaknesses:
Age: Jeff is one of the oldest people still alive in the wold, since he is almost in his sixties by now his health is in steady decline. He knows this however and often jokes that his arms have prevented him from getting arthritis and his lack of feeling in his body keeps the pain away. As a result he is almost never on the front-line anymore. He stays back at the base and fixes peoples weapons and gear.
Heavy smoker: Jeff has been smoking for several years now. He smokes a special mix of Viper-ligaments and herbs, he says that it increases tolerance to radiation and cold. He also say that it will shorten your life by about 20 years, but at the same time it increases your lifespan by 10 years.

Relationships with others:
The commander: The commander and Jeff have been close friends for years. Some say that if the commander is the captain of the ship, then Jeff is the boatswain. They used to be drinking partners together with Victor Jefferson . But when Victor died Jeff decide to cut down on the boose. Now he is responsible of preventing the commander from drinking too much.
Zero : Jeff and Zero often spend their free-time discussing weapon designs and other things. Jeff appreciates Zero's enthusiasm, but more often than not have to remind him who has the most experience regarding engineering.
Matthew Jefferson : Matthew and Jeff share a mutual form respect. Jeff has a great deal of respect for the Jefferson family since he was friends with both Victor, Nicolas and Matthew. But ever since Matthew was tortured some 6 years before world in ruin, Jeff has noticed that Matthew has changed drastically as a result. Jeff still respects Matthew and likewise Matt has a great amount of respect for Jeff.
Andrew: Andrew was Jeff's longtime best friend and war-brother. When Andrew died on the USF front his last wish was that Jeff would take care of his daughter "Xena"
Xena: Andrew's daughter have always been a bit of a fighter. Jeff helped Andrew raising her and later when he Andrew died Jeff continued to raise her by teaching her how to survive and keeping her safe in the inhospitable world around them.

Trivia:
Jeff is the first character to be introduced outside the comic or other profiles. He was first introduced as a storyteller in the WW3000 story created by CommanderJonas known as "The General "
Jeff is primarily left-handed.
