Inspired by the franchise of "Disney Villains", these are 10 Cartoon Network Villains. This was done YEARS AGO, so don't ask why villains from recent CN shows aren't here. Also, by the time I did this, the Ice King was still a villain, that's why he's here.Him (The Powerpuff Girls)

I respect your openion,Mandy is Cold and Heartless,but she does show some respect towards Grim despite treating him like a mortal servant and she was shocked when billy was pulled underwater in big boogey adventure. she managed to get back at Drac for giving her,Billy,& Irwin pennies,by giving him one,she managed to turn her shadow straight after being fed up with her unicorn obsession and helped her learn that oats is mustard,she coached an entire team and a scout troop, Irwin likes Mandy for who she is,As shown at the end of heartburn. Mandy would have an occansional villianous role in eps like Mandy The Merciless & The Really Odd Couple.
despite her occansional good deeds,Her cruel nature and Tyranny was finally taken to new levels when she became the main threat to Sector V in the crossover episode with Kids Next Door. after learning that Numbuh 1 was from the Kids Next Door(Mandy knew about the kids next door when numbuh 3 became the new grim reaper and even billy mentioned it),she managed to disguise as Numbuh 1 to fool the moonbase,and ends up taking it over,Renaming The MND and locks up Grim & Nigel after they arrive and reveals her true plan to take over the world. then she and the operatives fight the Delightful Reaper,So she can achieve World Domination,but when Grim asks Mandy is the only way to save the world,She betrays him by fusing with the delightful reaper,finally gaining control of Billy & The kids and succeeding her Goal. until billy's Dad arrived and Grim & Numbuh 1 defeated her by stabbing the reaper. She escapes at the end after being captured by having the jet packs come out of her head and flying away,vowing revenge against the Kids Next Door(even through this never happened,Since Nigel left Earth in the Final Episode,Operation I.N.T.E.R.V.I.E.W.S. However,Mandy managed to succeed her goal in Underfist). I drew a fight picture between Numbuh 5 and Mandy

Mandy: I see the genius, but where's Billy? If you were to think about updating this, I'd suggest adding Garrett Bobby Ferguson Jr from Regular Show, Slade from Teen Titans, and Van Kleiss from Generator Rex.

Hm. Seems interesting. I've never read any of these, but they sound cool. Anyway, I think the villains would pose even MORE of a threat than they already did if they had Katz, Father, Him, and (oh God help us) Mandy with them.

Yes, but the writers only chose Mandark, Aku, Mojo and Vilgax. Here, I chose Him instead of Mojo because... It's obvious, Him is more threatening.
Mandy is more... What can I say? She can act as a hero fighting another villains like Boogey, Jack or the Moon People, but only to eliminate "obstacles", as she revealed at the end of Pandora's Lunch Box. For me, Mandy is the villain who waits... until her moment.

I feel Mandy would only agree to team up with other villains if she found them worthy of her effort. Villains of incredible power such as Aku or Vilgax would be automatic matches for Mandy while villains on the other end of the scale such as Ice King and Red Guy would be considered "minor obstacles". Being led by Mandy would probably spell doom for the CN universe no matter what villain she teams up with.

Mandy's actually beyond labels like "hero" or "villain" she only acts like a bad guy for the sake of comedy. The girl's an entity all her own.

Well, when I see episodes like "Pandora's Lunch Box" or "Mandy the Merciless", I see her like the greatest villain that she is, or she will become. I see her more evil than many Billy & Mandy villains. It's my opinion.

I know, but for me, the Lich's design is... a bit... complicated. That's why I put Vilgax's octopus form instead of Eight-Armed Willy. Anyway, I wanted to put recurrent villains (that's why I put Father instead of Grandfather, the only exception is Eddy's Brother).
