Just saying "black people" is actually not generally considered offensive in america. (however calling them "the blacks" will probably make you look like a racist)
You could also say "people of color", but that refers to anyone who isn't white, not just a specific race.
But of course, I can't speak for everyone. I myself am a native american/mexican mix who looks very white, so it would be better to asks someone who is actually black.
