I dont use anything to color linearts except paint on my comp.You can click 'Edit Colors' on paint and find the neon colors.I used dark blue neon on her

lol.It's fun to make up things on paint.My oldest siter (about 15) put a pure black background and used the spray can to make it look like a dark city with lights.I forgot how to,maybe i'll ask her to show me
