Mist Man is a Robot Master who was created generations ago. He was found in 10XXAD by an ancient civilization during the time of a crisis.
Said civilization were currently the victims of numerous threats : Starvation, diseases and a harsh environment. The people who had found him when searching for food and resources each received 3 wishes, which were used to solve all of their problems.
Ever since then, Mist Man had been praised as a god by these people. However, when Mist Man had gotten rid of every problem the population was going through, some people began using him for selfish, destructive wishes that harmed everyone around theirselves.
Soon, people were tired of the negtaive impact Mist Man had and sealed him within a lamp to prevent him from causing more chaos.

Dr. Wily, after stumbling upon this lamp, frees Mist Man from his jail and uses his wishes to get 8 Robot Masters, a new fortress and a seemingly infinite amount of machines, machines he'll use to make weapons and fighting robots.

Mist Man, having spent several generations within his jail, had no idea what a Robot Master even was. Dr. Wily had to bring him to the Robot Musem in secret and explain to him the process of making a Robot Master.
His first Robot Master was Hazmat Man. Of course, because he was a total beginner at making Robot Masters, Hazmat Man had several flaws, his biggest being his acid container. As he made more and more Robot Masters, their quality began increasing more and more.
When he made Saturn Woman, he was basically an expert at making robots and was able to give her a much more complex design.

Unfortunately for Dr. Wily, Mist Man began getting influenced by the evil scientist's motivation to seek power and decided that he'd conquer the world for himself.
Mist Man took the Robot Masters he had made for Dr. Wily and gave them industrial functions so they could bring him money, allowing him to buy more and more resources for his plan.

Mist Man treats his Robot Masters like slaves, but he programmed them to be loyal to him.
