After the first civil war, the UTC was formed to manage trade between resulting factions. The UTC's job very quickly expanded to include anti piracy operations and port security. By the late interwar period, they'd amassed one of the largest and most diverse private armies in history, ranging from UTC Agents with pens and clipboards to Interdiction Squads specialized in armed boarding actions.
UTC Security Officers were a reasonably common sight in private and international ports, usually tasked with guarding key facilities, terminals, or seized cargo. Security Officers represented the second tier of security offered by the UTC, standing just above the Agents. Though mocked as "glorified mall cops," most were significantly better equipped and trained, more akin to private contractors.
