No-one "makes them gay". Who's to say that the characters are heterosexual in the first place? The way I see it, they are pansexual until proven otherwise.
Also, AkuRoku is hardly a pairing without any basis. It's not like some random pairing like RokuNami, that is based on nothing but one or two fake encounters/physicall appearance.
