Free adopt passes are basically tickets to choose a character from any adopt/breed results that I do an get whatever character you want free.
In breedables, people with adopt passes get 2nd dibs (after the commissioner), but other than that, they get first dibs all the time.
If you don't want the adopt passes, you can exchange them for customs, fullbody commissions, or breeding results w/ any of my characters
