On the one hand, the "background" and "foreground" share the circular theme and the same color palette. On the other hand, there's contrast in that the foreground is sharply defined while the background colors wash into each other. Add to that the busy appearance, the range of sizes, and the slightly off-kilter symmetry, and this is very fun to look at.
