Loved the Hell out of that film, mostly because it reminded me of Roger Rabbit.

I love Pikachu's panicked expression there. I like how you recreated that scene from the film, as well as Charizard's raging -even if small- flames.
But the lighting seems somewhat inconsistent; despite the shading feels strongish, there is no lighting, as ALWAYS. Lighting is more than just casting shadows and leaving a segment in base color; lighting makes the drawing feel more alive, and is something ALL of your works are missing. No exception there. You could have also added shading around Charizard's mouth and tail flames.
In a dark environment -though it wasn't too dark in the film, the lighting is stronger. It's what can be told there.
Also, the grates; they may look straight, but you need to learn perspective; even cartoonists need to learn about it when drawing backgrounds. I feel like the grates are too small and in the film they at least were slightly bigger than Charizard, though half of Gyarados' size (but because the latter is bigger). And no, blur/blending is NOT going to help you.
Sorry I sounded WAY TOO HARSH, but it's true.
