How old is he??? Young horses do it, for various reasons....and I've seen scared or nervous horses do it but he doesnt look either of them! Maybe he just likes doing it, like sometimes if you find a gap in your teeth, you run your tongue over it repeatedly, its just one of them things...
Otherwise, I dont really know...
