I think Grant Morrison was the one that said that "The Joker has no opposite gender counterpart". If it's true he said this, he's grave robber if he claims authority as the creator. Really Jerry Robinson (died 2008) created the Joker in the 40's for then National Publications. I haven't heard any objections from him on that subject.

And I know this not in continuity, but there was the "Joker's Daughter" in the old DC Comics. She looked like very much like Mister J, except female with female clothing. Crisis of Infinite Earth's wrote her out of continuity, but according to DC Comics, that merely puts her in the realm of Hyper Time(a realm where uncreated history resides).

Also there is Earth 11 revealed in Countdown to Infinite Crisis where there is a parallel Earth where everyone is of the opposite gender.
