Anyway, he was born out of a dumb thought I had when watching "Comic Book Capers": I see Li'l Running Gag, and my mind instantly goes, "It's Megavolt's little brother!"

Then I started to entertain the thought of Megs actually having a brother, and he's just this normal guy with a wife and kids and job and house and all that. 

His story goes that he was a mischievous prankster and class clown as a high school freshman, and a bit of a slacker that exasperated his teachers. He'd arrange desks into a pyramid, build a dragon out of erasers on the teacher's desk, trick the seniors into thinking there's an earthquake, etc. Whenever the faculty would ask why he wasn't more like his brother Elmo, Ronnie would smugly reply, "What brother?" since an embarrassed Elmo had said prior, "If anyone asks, we're not related."

And then, suddenly, Elmo disappears weeks shy of his graduation. Police look everywhere, but he's just gone, and the Sputterspark family goes a bit crazy with grief and the lack of closure. Ron is upset enough that he backs out of a prank he and his buddies were planning to pull at the seniors' prom (thus missing the first Darkwing and Megavolt fight) and spends his entire summer just grieving. However, when school started the next fall, he decided to straighten up, and take his studies more seriously. 

And so he did. He'd go on to college to study architecture and structural engineering, and there he met a girl named Wendy, who he fell in love with and married. He graduated, got a job in his studied field, and he and Wendy had three kids: Matthew, Timothy, and Cindy.

His life seemed pretty normal, aside from the missing brother that no one knew what happened to, which still caused him a bit of anguish. But, he finally got his closure from Darkwing Duck, and he sort of wishes he didn't. Good news was that Elmo was alive; the bad news was that he's Megavolt. This shook him quite a bit, and he was in denial at first, but Darkwing ran DNA tests to ensure it, the disappearance of Elmo and the first appearance of Megavolt lined up, and Megs even looked a lot like Elmo, which was especially clear when Ron visited him in jail and got a closer look at him. At some point, Ron ended up joining a support group for citizens whose loved ones were supervillains (which included Liquidator's ex-wife, Tuskernini's cousin, Lilliput's nephew, etc.). 

Despite Megavolt having trouble recognizing him (though he notes that Ron does look kind of familiar), Ron has reached out to him, and continues doing so. Sometimes he manages to have a nice visit with him, but other times he ends up being dragged into some supervillain shenanigans. Either way, his life is so much weirder now. 

Also, I imagine him with a voice like Jack McBrayer's.
