It's not a real cel from the 1980s series, no. It's a promotional cel produced by DiC Entertainment in 1992 (which you can see if you check out the Ebay listing). Personally - and yeah, I know this probably sounds snobby - I don't like this drawing at all. I think the characters look awful here, especially Penny and Brain... nothing like how they were designed and drawn in the TV series. The fact that this is being offered on Ebay for tenfolds more money than cels from THE ACTUAL SERIES often go for is absurd to me, and also quite sad.
