This is a very cute and cheery piece. The way you drew the character gave me a very good idea of the characters personality, something that I don't often see. Well done!
The anatomy is also accurate. Even with your cartoon-y style, the realistic proportions help to make it believable, without losing the charm of a cartoon.
Detail was not overdone in this piece. I have seen too many times to count too much detail on one piece; you gave a good amount to add originality and difference, but not so much as to throw the viewer off. The detail on the flowers were a favorite bit of mine.
One thing that I felt could be improved was the coffee thing around her neck (sorry, I don't remember the proper name). Compared to the rest of the drawing, it felt a bit thrown on for extra charm. The way it slanted off on the left side made it look a bit sloppy. This is a problem I often face, not being able to make straight and accurate lines. Many art programs have a stabilizer of sorts, and these help me a lot. If you don't already, using these could help.
Overall, this is a beautiful piece. Keep up the good work!
