Blarg…..I wish I did this better. >.<Anyway, this scene is part of an upcoming Olivia story which Doof creates the “Capture-Your-Youth-Inator” and tries (as it says on the tin) recapture his youth again. However, the machine backfires and starts to not only regress Doof and Perry into childhood, but all of Danville’s adults (including Phineas, Ferb and Isabella). Basically, hilarity ensues. XDDD

No, it's basically the same idea like the show: Doof's inventions "surprisingly" hits/affects Phineas' and Ferb's life in some way, shape or form for the sake of humor and the plot.
