I think it is a reference to the episode Sisterhooves Social, where Sweetie Belle was "bored" hanging out with Rarity, and she was seen scooting around like that for a moment, in her frustration.

It was only for a moment, but it was so "cute" that it made an impression on the fandom.Β  Hence the reference.
