Yes it can. It's a program specifically created for digital art unlike photoshop.I actually used Grudge textures and put them on multiply to get this effect. Then I changed the opacity to my liking. That's how I did it. But you can do the same exact thing on Photoshop

Just copy and place textures and set the layer set onto, "multiply" and change the opacity. You'll figure it out someday

As far as helpfulness goes I would say make it more creepy and less dark. And....try and work on the tail aswell. Make it more flowy.
