Its just that giving them better weapons would mean a higher training time plus it would be expensive as fuck to replace the old with the new that's just how war works.

Their weapons are actually incredibly good. Durable, easy to maintain, and very powerful compared to modern weapons. Lasguns are known to pop human heads with a single shot, something which no modern assault rifle can do. They just suck when compared with some of the stuff other factions field. Even so, what would the Guard be without it's flashlights and laser light shows?

To say nothing of everything besides the basic M36 Lasgun varieties.
Plasma gun, Melta gun, grenade launcher, missile launcher, heavy bolter, chainswords, Chimaera, Hellhound, Basalisk, Leman Russ and Emperor-damned Baneblade.
