The Tsar is the almighty ruler of the magical realms of the universe. He is also known as the creator of Fairy World and revered as the "King of All Fairies" and the "Tsar of All Magic".

Origins state that the Tsar first materialized from a cosmic explosion which some historians believe it came from a primordial predecessor planet to Fairy World. The magical survivors of the Primordial War between the Magic Empire and the Dark Legion one billion years ago, banded with the Tsar to create Fairy World and other magical realms all across. The Tsar then appointed the survivors as members of the newly-founded Fairy Council. Afterwards, a new generation of fairies were made and were continuing to flourish up to this day.

The biography of the Fairy King is found in the first pages of Da Rules. He is extremely powerful beyond comprehension. His power nearly matches that of a black hole closing. The legacy of the Tsar is also marked on the human race on Earth. The Primordial War, the Tsar and the creation of the magical realms of universe are interpreted in various different ways in many human beliefs.

According to Da Rules, the Tsar and Fairy World "influenced the rise of the great religions of Judaism, Christianity and Islam". Mankind worship the Tsar as their god and interpret the fairies as completely different entities as part of their beliefs.
- For the Jews, they are "bearded prophets who teach about morality and worship".
- For Christians, they are "angels who safeguard mankind and secure the balance and harmony of the world".
- For Muslims, they are "raghead donkey-camel hybrids who only take a bath once a month".
