Well, for hair, I just take hard 1px brush and very light color (depending on the background light) and just draw hairs. If you have a tablet, you can set a pen pressure for smoothing out beginning and end of the line, then it works better.
And as for outlines on the figures and objects, first I take very soft and a bit bigger sized brush, set it's opacity to around 40% (higher or more depending on how dark/light the object it. The lighter - the higher opacity) (or draw normally and then reduce layers opacity). It shouldn't out-stand too much, as it is only done to help smoothen out the main outline. Then after, I take middle-hardness small brush, and just outline. Colors again depend on the color of light as well as the color of object (if it's bright). But that's why I do the low-opacity outline. It is to add the color of light to the object.
Hope it helps. I'm considering doing a small tutorial after your question, I noticed there aren't really any tutorials on that. So keep watching, maybe it will pop some day out in my gallery

Lots o work here, and a good result, and I love what you did to my clock photo on the left!

It's fine to use it as a print. The usual fee is that you must go barefoot for a day and say you did so
