This is amazing, what is vector drawing anyway? I've seen a few things of it here but no one will tell me what it is. It looks very awesome each time though, with a very unique style.

it's a work done in Illustrator, vector drawing is done by this program, different from pixels they are done with lines based in mathematical codes to make them scalable without lose resolution.
In a practical way, vectors are the works done in Illustrator or other vector based software

How many layers?
It must have a ton, seeing as the face is so detailed that it looks like a digi painting.

well. I can't count the layers actually. I work on Illustrator but I don't create a simgle layer for each shape.
All I can say this is done with many shapes, different opacities....
