This amazing sketch was done by a new friend of mine, BlueJay, over at livestream! I've attempted to color this, which I think turned out pretty awesome!Be sure to check out BlueJay's gallery and go grab some commissions!

OKAY HOW DO PEOPLE DO THAT STYLE!? Its all like Metal Gear Solid and stuff I cant do it! Did you pecnil it and scan it or all on tablet?

It was done digitally, so you need a tablet. Bluejay used Paint Tool SAI and primarily used the Pen tool to create the sketch. For the coloring, you create a new layer over top the sketch and begin coloring! Make sure to apply the Multiply filter so your colors don't overlap the sketch.
