Well, the bottom part represents the natural world an the top part represents the man-made world.
The man made world was born out of the natural world (hence the city being supported by that big shaft coming out of the sun type-thing in the bottom), however we now adapt the natural world to better suit our needs, which is why the rays from the sun-type thing bend around the city.
We came from nature, and now we like to keep it out.
Thats what it means. I'm not trying to say that its bad, persay. After all, I myself try to keep all insect life out of my apartment, and I shake my fist at birds who poop on my car. But I do think we could strive toward a bit more harmony between the two. After all, as my picture represents, if the natural world collapses, so will our world.

That's pretty amazing, I'm all about living with nature and conservation :3 Good symbolism there
