I have been contemplating for some time how the human SOULs would be harvested in a Doctor Who style au. Considering that the SOUL is the essence of one's being, the solution was to use cyber technology, as cybermen are basically humans without any personality or emotions.This would be achieved in this universe by Mistress Alphys smuggling the tech into the underground upon arrival after Asgore declared war on the humans. Luckily for Sans, Frisk is not (yet) one of the cybermen in the image.
