Since he's giving out orders, he's a solider and teacher to future soldiers (like how Flare is in the main comic). In this comic, Flare and that other dragon are still young trainees...much how like the Blaze Brothers are in the main comic. Flare is slowly making it known that she is stronger than most dragons her age and she is to be taken seriously. That behavior is actually encouraged by the adult fire wings so that the youngsters can prove themselves to be strong in body and attitude (the makings of a good solider).
